A pattern that goes back to the 1990s
In the late 1990s, Shoer founded Sweepsfeed, a syndicated content service that supplied investigative special reports to local television news stations. The core insight was ahead of its time: viewers wanted to go deeper, and the web could deliver it. Sweepsfeed packaged that deeper content under a “Know More” banner, sending audiences from the broadcast to the station’s website for the full story. The local news industry was not yet thinking that way. Shoer was.
A decade later, he turned his attention to the events and hospitality industry. He identified a niche no one was serving cleanly: caterers, casino hotels, cruise lines, and spirits brands all needed custom ice — sculpted forms, branded formats, promotional shapes for cocktail programs and experiential marketing. He built Ice Caters to supply exactly that market. Clients included Pernod Ricard, Celebrity Cruise Lines, SLS Hotels, Wynn, Caesars Palace, and The Macallan, alongside hundreds of wedding and event venues across the country.
The thread connecting these ventures is consistent. Shoer sees an information gap, or a supply gap masquerading as an information gap, and builds the infrastructure to close it.

What Victory Spirits Barrel Lab actually is
Victory Spirits Barrel Lab is, on its surface, a brokerage platform for bulk whiskey barrels. It carries inventory from more than a dozen American distilleries — ranging from institutional producers like MGP Ingredients and Bardstown Bourbon Company to emerging craft programs in Virginia, Wisconsin, and Minnesota. Buyers can browse hundreds of available lots, filter by mash bill, age, proof, cooperage, warehouse position, and category.
But the platform’s real differentiator is the layer of intelligence it builds on top of that inventory. Each listing carries a BIS score — Barrel Intelligence Score — a composite metric calculated from five independently weighted factors: sensory profile (sweet, spice, balance, length, and oak), producer reputation, market demand, age tier value, and estimated spot market variance against wholesale pricing.
The sensory scores are not subjective notes written by a single reviewer. They are derived algorithmically from mash bill composition and production data: sweet and spice scores are calculated from grain percentages, balance is regressed from the spice score, length is estimated from tier-average baselines adjusted for age, and oak is assigned from char level and retail note data. Every barrel gets scored on the same methodology.
“We wanted buyers to be able to compare a 7-year wheated bourbon from one producer against a 5-year high-rye from another,” said Shoer. “Not just on price per barrel, but on flavor profile, market value, finishing potential, and profitability. That comparison didn’t exist anywhere. Now it does.”
The Artisan Distillers program
Alongside its institutional inventory, Victory Spirits Barrel Lab has launched a curated Artisan Distillers program — a separate marketplace for independent craft producers whose barrels would otherwise have no efficient path to buyers. The initial cohort includes seven producers across six states, ranging from a sixth-generation Illinois farm distillery growing its own grain to Brooklyn’s oldest operating whiskey distillery.
Each artisan listing carries the same data infrastructure as the main feed — pricing, spot market value, production notes, sensory profile — alongside expanded producer profiles detailing still type, grain sourcing, and production philosophy. Pricing is built on the same Real Value model used in the main inventory, with an artisan multiplier that reflects the premium buyers pay for documented provenance and limited availability.
For producers, the platform offers something the bulk market has never provided: a buyer-facing profile that tells the full story of how their whiskey was made, not just its age and proof.
The campaign and the philosophy
Victory Spirits Barrel Lab launches publicly under the tagline: Know More. Buy Smarter. The line is not incidental. It is a direct line back to the “Know More” framing Shoer used with Sweepsfeed in the 1990s — the belief that deeper information changes decisions, and that withholding it serves brokers and incumbents more than it serves buyers.
The platform is designed to be accessed entirely online, with real-time pricing data fed from a connected spreadsheet and a buyer interface that requires no account registration to browse. Inquiries on specific lots route directly to the Victory Spirits team.
“This market has been a black box,” Shoer said. “Pricing is opaque. Provenance is inconsistently disclosed. Flavor data is nonexistent. We built Barrel Lab to change all three of those things at once. Buyers deserve to know what they’re actually getting before they commit to a significant purchase. That’s not a radical idea — it’s just how every other modern marketplace works.”
